Papua LNG facing a possible supply glut?

Does the Papua LNG project present considerable financial risks for its developers? The authors of this report seem to think so and argue that the portfolio approach might work in a time of rising demand, but Papua LNG plans to start producing four years after construction starts in late 2023 or early 2024. That means by the time Papua LNG starts production in late 2027 or early 2028, the market is expected to be saturated following a large projected expansion of new supply between 2025 and 2027.
